In order to actively promote the industrialization of university patents and empower the high-quality development of the county economy, HEBUST held the 2024 Conference on IPR Transformation and Application to Empower the Development of “Hundreds of Counties and Thousands of Enterprises” on November 8^th. Zhu Liguang, Secretary of the Party Committee of HEBUST, and Zhao Yanjun, Deputy Director of Hebei Provincial Market Supervisory Authority, attended and addressed the conference. Song Leizhen, Deputy Head of Xinhua District, Shijiazhuang City, spoke as a representative of the local government. Hua Changchun, Vice President of HEBUST, participated in the signing ceremony.

In his speech, Zhu Liguang pointed out that under the guidance of the Ministry of Education, the National Intellectual Property Administration, and other ministries and commissions, HEBUST had thoroughly implemented the important guidelines put forward by the Third Plenary Session of the 20th Central Committee of the Communist Party of China. These include “conducting scientific and technological research focused on the world’s scientific and technological frontiers, the main battlefield of the economy, major national needs, and people’s lives and health” as well as “deepening the reform of the mechanism for the transformation of scientific and technological achievements, improving the scientific and technological innovation mechanism of universities, and enhancing the effectiveness of achievement transformation”. Thus HEBUST has strove to improve its ability to serve social development in terms of intellectual property rights and achievement transformation. He hoped that this conference would serve as an opportunity to further strengthen the deep integration of government-industry-university-research-application, promote the further enhancement of the IPR application capabilities of universities in Hebei Province, and accelerate the transformation and landing of scientific and technological achievements in universities, providing precise empowerment for the high-quality economic development of Hebei Province.

Zhao Yanjun congratulated HEBUST on the successful implementation of the “Hundreds of Counties, Thousands of Enterprises, and Myriads of Alumni” initiative. He hoped that HEBUSTwould benchmark the requirements of new-quality productivity and high-quality development, continuously broaden the channels for transforming IPR, enrich transformation forms, as well as highlight market-oriented operations and industrial development, contributing the strength of the university to regional economic and social development.

Song Leizhen expressed her hope that HEBUST would continue to leverage the professional advantages of its distinctive disciplines such as biomedicine, intelligent construction, artificial intelligence, and modern logistics to establish all-round cooperative relationships in areas such as industrial transformation and upgrading, transformation of scientific and technological achievement, and mission service, fostering shared development and mutual benefits with Xinhua District.

The conference invited Lei Zhaozi, Executive Vice President of the China Industry-University-Research Institute Collaboration Association as well as former Director of the Department of Science, Technology and Informatization of the Ministry of Education, and Yu Libiao, Deputy General Manager of China Patent Technology Development Co., Ltd., to deliver keynote speeches titled “Strengthening Industry-University-Research Cooperation Led by Enterprises, Developing New-Quality Productivity, and Serving High-Quality Development” and “Big Data Empowers Transformation and Application, Supporting High-Quality Development of Enterprises”, respectively. Zhao Ying, Director of the Technology Transfer Center of HEBUST, introduced the university’s work related to the transformation of scientific and technological achievements. On behalf of the “China Thousands of Universities and Myriads of Enterprises Collaborative Innovation Platform”, Lei Zhaoziawarded HEBUST a council unit plaque.

Hua Changchun, on behalf of HEBUST, signed strategic cooperation agreements with Guantao County, Jize County, and Xinhua District of Shijiazhuang City for school-locality cooperation, agreements for million-level patent transformation projects and horizontal school-enterprise cooperation projects.

The conference also featured five sub-forums on green chemicals andenergy-saving environmental protection, new energy and new materials, advanced equipment manufacturing, modern food and health, as well as new-generation information technology. Research and development teams from relevant fields of HEBUST conducted roadshows for more than 60 latest research achievements and engaged in precise supply-demand matching and technical exchanges with participating enterprises.

The “China Thousands of Universities and Myriads of Enterprises Collaborative Innovation Platform” was initiated by the China Industry-University-Research Institute Collaboration Association in March this year, with support from the Department of Achievement Transformation and Regional Innovation of the Ministry of Science and Technology, the Department of Science, Technology and Informatization of the Ministry of Education, and other departments. It was jointly established by 21 national key universities, enterprises, and government parks, including Peking University and Tsinghua University, as the first batch of co-creation units (Executive Vice Chairman Units, Vice Chairman Units). A total of 137 key universities, government parks, and leading enterprises across the country have become council units of the platform. HEBUST was selected as a council unit as a representative of local universities.

This conference was guided by Hebei Provincial Market Supervisory Authority and Hebei Provincial Science and Technology Department and hosted by HEBUST, Hebei Provincial Scientific and Technological Achievements Exhibition and Trading Center, Hebei Provincial Scientific and Technological Achievements Transformation Promotion Center, and Hebei Provincial Intellectual Property Protection Center. HEBUST Technology Transfer Co., Ltd. and Luquan Industrial Innovation Research Institute ofHEBUST co-hosted the event. Over 400 representatives from local government administrative departments at various levels within the province, provincial universities, service agencies, the industrial sector, as well as relevant teams and teachers from HEBUST participated in the conference.
