HEBUST Held 2025 Spring Semester Mid-Level Cadre Meeting

On the afternoon of February 17, HEBUST convened the Mid-Level Cadre Meeting for the Spring Semester 2025. Zhu Liguang, Party Secretary of HEBUST, presided over the meeting and delivered a speech. President Li Tiejun outlined key tasks for 2025. All university leaders in attendance participated in the meeting.

Zhu Liguang emphasized that the Outline of the Plan for Building a Powerful Education Nation (2024-2035) makes a comprehensive and systematic arrangement for the goal of building China into an education powerhouse by 2035. He urged HEBUST to advance the “1681” development strategy proposed at the Fourth Party Congress and drive high-quality reforms in education, science and technology, and talent development.Zhu emphasized that it is necessary to clearly recognize the situation, clarify the thinking, and enhance the broad vision and grand pattern for promoting reform and development. We should deeply understand the strategic arrangements of the Central Committee of the Communist Party of China for deepening the comprehensive reform of higher education in the new era, fully grasp the task requirements of Hebei Province for accelerating the construction of “Double First-Class” universities, and earnestly shoulder the historical responsibility entrusted to higher education by the times. We must set our sights on the goals, prioritize action, and enhance the driving force and innovation ability for promoting reform and development. We should boost the momentum of “surpassing benchmarks and striving for advancement”, set up the orientation of “working around the goals”, and shoulder the role of“taking the lead in serving the local area”.Progress on key tasks and indicators must be closely monitored to strengthen institutional capacity through win-win partnerships. Zhu further highlighted the importance of improving conduct, boosting well-being, and strengthening cohesion to unite efforts for reform. HEBUST must continue to demonstrate proactive governance, elevate the sense of fulfillment and happiness among faculty and students, and uphold integrity and discipline. By “focusing on action, grounding efforts in reality, and accelerating implementation,” HEBUST must seize the momentum of the new year, ensuring excellence in all areas to propel high-quality development.

Li Tiejun noted that the priorities of work in 2025 revolve around fulfilling the fundamental task of cultivating virtue and nurturing talents, advancing integrated reforms in education, science, technology, and talent systems, and enhancing performance in teaching, discipline development, faculty recruitment, research innovation, social service, and administrative efficiency.Li outlined nine key tasks: summarizing the implementation of the 14th Five-Year Plan and initiating pre-research for the 15th Five-Year Plan; addressing feedback from the undergraduate education audit and evaluation; improving graduate training quality; advancing the Innovation Research Institute and interdisciplinary research centers; strengthening doctoral program cultivation and preparing for specialized accreditation; boosting applications for national research funds; expanding international collaboration and open-campus initiatives; accelerating smart campus development; preparing for upcoming university anniversary celebrations. Li also stressed translating the “1681” strategy into concrete measures, enhancing systematic and scientific planning, turning goals into actions, and improving efficiency through pragmatic approaches to forge new milestones in HEBUST’s development.

At the meeting, Zhang Wenli, Deputy Party Secretary, outlined key tasks for party building and ideological-political work, focusing on party leadership, cadre development, and safe campus initiatives. Vice President Xu Zhice addressed faculty and talent priorities, including recruitment, training, professional ethics, and capacity-building.

All mid-level cadres of HEBUST attended the meeting.
