The Elsevier "Highly Cited Chinese Researchers" list uses Scopus, the world's authoritative citation and index database, as the data source for the scientific research results of Chinese scholars. It uses the selection method designed by Shanghai Ruanke Education Information Consulting Co., Ltd. to analyze the Performance of scientific research results. It was first released in 2015. This is the seventh release, and it has received great attention from many media and scholars at home and abroad. There are a total of 4,023 "Highly Cited Chinese Scholars in China" in 2020, from 373 universities, enterprises and scientific research institutions, covering 10 disciplines and 84 first-level disciplines of the Ministry of Education.

The basic data extraction of highly cited scholars used the first-level subject classification mapping of the Ministry of Education of Elsevier, making the data of Chinese scholars’ subject affiliation and subject performance more intuitively show that they fit the Chinese subject setting. The academic research ecology has perfected, scientifically and accurately described the scientific research output of Chinese scholars, and provided effective help for further sorting out, analyzing and researching scholars citation performance. This time, 25 scholars from Hebei Province were selected. Prior to this, Professor Qiu Jiqing from our school was selected into the list of highly cited scholars in the field of "Computer Science" five times.
